The Wilmot City Council meeting was called to order at 7:01 p.m. on Monday, September 14, 2026, at the Wilmot City Office in regular session with Mayor Zachery Zempel presiding. Council members present: Roger Butler, Lindsey Dorosh, Jack Hansen, Denise Samson and Clayton Winge. Absent: None. Others in attendance were PW Maintenance Superintendent Brett Halseide and Finance Officer Diana Halseide.
Any visitors present were given time to address the Council with any questions or concerns they had.
Butler Motioned to approve the Agenda as read. Hansen seconded. All voted Aye, Motion carried.
Hansen Motioned to approve the following Minutes: August 10, 2026, Regular Council Proceedings. Winge seconded. All voted Aye. Motion carried.
Hansen Motioned to approve the following Minutes: August 24, 2026, Special Council Proceedings. Samson seconded. All voted Aye. Motion carried.
Reports and Communications:
Mayor Zempel presented the progress and/or completion of the following projects as reported.
Water Purchased vs Water Sold: The August loss variable was 2.40% as reported with respect to GRRW beacon pulls compared to billing reads. The August loss variable as reported from the beacon read on the day of billing was 10.70%
PW Maintenance Superintendent Report: PW Halseide’s reported the new fence around the lagoons was completed. He also reported that the City received the report on the recent DANR wastewater inspection and commented that this was the best report he has received since starting with the City.
Outfall Line: Awaiting the environmental survey to be completed.
Office Closures: All City offices will be closed Monday, October 12th in observance of Native American’s Day/Columbus Day federal holiday.
Citizen Complaints or Concerns: Any complaints or concerns were discussed.
Claims: Council reviewed the claims for warrants.
Butler Motioned to accept and approve the disbursements. Winge seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Financial Reporting ending August 31, 2026, was submitted to Council by Finance Officer Halseide and reported as: Checking $934,884.12; Savings $405,960.56; SRF Checking $4,947.84; FD Reserve CD $100,000; SRF Debt Reserve CD $209,279.97; RD Water Debt Reserve CD $16,272.00; RD Sewer Debt Reserve CD $11,274.00; Petty Cash $200.00, Library; $27,835.00.

Council reviewed the August 2026 financial statements, sales recap, and outstanding receivables.
Butler Motioned to accept and approve the City Financials for August 2026, as submitted by FO Halseide. Winge seconded. All voted Aye, Motion carried.
Librarian Argo submitted the Library Board Minutes and financials for August 2026.
Hansen Motioned to accept and approve the Library Financials for July 2026, as submitted by Librarian Argo. Dorosh seconded. All voted Aye, Motion carried.
Old Business:
Winge Motioned for a 1-year subscription to the Buddy Punch timeclock system for all City departments. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Discussion on Grant Avenue asphalt was tabled to the September 28th Special Council Meeting.
Butler Motioned to move forward with the quote received from Krause Electric to complete maintenance and repairs at the city ball field and light poles on Main Street. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
New Business:
Butler Motioned to approve the purchase of tire studs in the quantity of 200 studs for the City payloader. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Butler Motioned for the Mayor and PW Halseide to search for a brush mower for maintenance of the lagoon and rubble site and to set a limit of $3,000 for this purchase. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Dorosh Motioned to approve a request for a Special Alcohol Permit to serve alcoholic beverages at the community center for the Alumni Banquet to be held Saturday, September 19, 2026. Butler seconded. All voted Aye. Motion carried.
Winge Motioned to approve waiving half of the $350 Community Center Rental fee for the Alumni Banquet to be held on September 19, 2026, but not the $250.00 cleaning fee. Hansen seconded. All voted Aye. Motion carried.
Hansen Motioned to approve the Addendum and Annual Contract for Services with the Roberts County Sheriff's Office, to begin October 1, 2026. Butler seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Council discussed the current Fire Department location. No action taken.

A Special Council Meeting for a second reading of the 2027 Budget will be September 28, 2026, at 7 p.m. in the Wilmot City Office.
The next Regular Council meeting is scheduled for Monday, October 12, 2026, at 7 p.m. at the Wilmot City Office located at 725 Main Street.
At 8:17 p.m. Butler Motioned to adjourn. Hansen seconded. All voted Aye, Motion carried.
