NOTICE AND CALL FOR BIDS
CITY OF MILBANK, SOUTH DAKOTA
NOTICE IS HEREBY GIVEN that the City of Milbank, Grant County, South Dakota, will receive sealed competitive bids for the following services:
Schedule 1: Snow pickup and removal from designated sections of Highway 15, Highway 12, and Main Street area located within the city limits of Milbank. The highway sections total approximately 1.5 miles, and the Main Street area snow removal area encompasses approximately eight blocks. Snow will be bladed after snow accumulations of two inches or more, or as determined by the Street Lead. Snow pickup and removal shall be completed as soon as city crews have bladed the snow. Haul removed snow and place it in areas assigned by the Street Lead.
The bid for Schedule 1 shall be submitted stating the hourly rate for snow pickup, referencing the equipment used, including the capacity of each piece of equipment in cubic yards. The rate per hour of snow hauling shall also be stated, referencing the equipment being used, to include the capacity of each piece of equipment in cubic yards.
Schedule 2: Snow pickup and removal from designated municipal parking lots located within the city limits of Milbank. City crews will pile snow in these parking lots. The described snow pickup and removal will be done on an as-needed basis, and removed snow will be hauled and placed in areas assigned and determined by the Street Lead.
The bid for Schedule 2 shall be submitted stating the hourly rate for snow pickup, referencing the equipment being used, including the capacity of each piece of equipment in cubic yards. The hourly snow-hauling rate shall also reference the equipment used, including the capacity of each piece of equipment in cubic yards.
The bid period is two (2) years, commencing with the bid award on Monday, October 12, 2026, and ending with the bid award in 2028.
Bidders will provide proof of their insurance in the form of a current insurance binder or a letter from their insurance agent. Bidders will also supply an affidavit demonstrating a CDL Drug and Alcohol Program. All elements must be present in the bid package for the bid to be considered.
Bids will be received up to 9 a.m., on Wednesday, October 7, 2026, at the City Offices, 1001 E. 4th Ave., Milbank, SD 57252. Bids will be officially opened and reviewed then. The City will consider bids at the City Council meeting on Monday, October 12, 2026, at 7 p.m., at the Milbank Visitor Center.
The City of Milbank reserves the right to reject all bids and to waive any irregularities.
