The Wilmot City Council meeting was called to order at 6:59 p.m. on Monday, July 13, 2026, at the Wilmot City Office in regular session with Mayor Zachery Zempel presiding. Council members present: Roger Butler, Lindsey Dorosh, Jack Hansen, Denise Samson and Clayton Winge. Absent: None. Others in attendance were PW Superintendent Brett Halseide and Finance Officer Diana Halseide.
Any visitors present were given time to address Council with any questions or concerns they had.
No conflict-of-interest items on the agenda for anyone on Council were declared.
Butler Motioned to approve the agenda as read. Hansen seconded. All voted Aye, Motion carried.
Dorosh Motioned to approve the following minutes: June 8, 2026, Regular Council Proceedings. Winge seconded. All voted Aye. Motion carried.
Butler Motioned to approve the following minutes: June 29, 2026, Special Council Proceedings. Dorosh seconded. All voted Aye. Motion carried.
Reports and Communications:
Mayor Zempel presented the progress and/or completion of the following projects as reported.
Water Purchased vs Water Sold: The June loss variable was 17.48%.
PW Maintenance Superintendent Report: PW Halseide’s report included general maintenance around town, maintenance on city equipment, blading the alleys and spraying for weeds and mosquitos.
Updated Open Meetings Law Brochure: Council was provided the Open Meetings Laws Brochure that was updated July 1, 2026.
Outfall Line: Paperwork is in progress.
Citizen Complaints or Concerns: Any visitors present with a complaint or concern were given an opportunity to speak.
Claims: Council reviewed the claims for warrants.
Butler Motioned to accept and approve the disbursements.  Hansen seconded.  Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Financial Reporting ending June 30, 2026, was submitted to Council by Finance Officer Halseide and reported as: Checking $899,430.46; Savings $405,031.23; SRF Checking $16,082.95; SRF Debt Reserve CD $209,279.97; RD Water Debt Reserve CD $16,272.00; RD Sewer Debt Reserve CD $11,274.00; Petty Cash $200.00, Library; $26,464.92.

Council reviewed the June 2026 financial statements, sales recap, and outstanding receivables.
Butler Motioned to accept and approve the City Financials for June 2026, and the 2nd Quarter Budget Report as submitted by FO Halseide. Samson seconded. All voted Aye, Motion carried.
Librarian Argo submitted the Library meeting minutes and financials for June 2026.
Butler Motioned to accept and approve the Library Meeting Minutes and Financials for June 2026, as submitted by Interim Librarian Argo. Hansen seconded. All voted Aye, Motion carried.
Old Business:
Butler Motioned to approve a quote from Grant Remily in the amount of $4,310.86 plus an additional $1,000 in case of material cost increase to repair the patio roof at Lancers Bar. Winge seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Dorosh Motioned to approve a 30-day trial of each recommended online time clock system: Buddy Punch and Connecteam. Hansen seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
New Business:
Hansen Motioned to approve the Library Board of Trustees’ recommendation to transition Cindy Argo from Interim part-time librarian to permanent part-time librarian. Dorosh seconded. All voted Aye. Motion carried.
Butler Motioned to approve the Fire Department’s firework display and all requested road closures by the Wilmot Community Club for the weekend of July 24th through 26th for Harvest Fest activities. Dorosh seconded. All voted Aye. Motion carried.
Hansen Motioned to approve placing a donated memorial bench from the family of Terry and Marlene Johannsen in the City Park. Dorosh seconded. All voted Aye. Motion carried.
A meter pit by Route 15 Body Works and the Elsinger property was tabled to a later date.
Butler Motioned to approve $3,000 for the purchase of mosquito chemicals from Van Diest Chemical Supply Company. Dorosh seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Hansen Motioned to approve waiving the Community Center Rental fee for the Farmers Union Day Camp held on 06/29/26 with a $50.00 cleaning fee. Samson seconded. All voted Aye. Motion carried.
Butler Motioned to approve waiving the Community Center Rental and Cleaning fees for the Vitalant Blood Drive to be held on 08/20/26. Winge seconded. All vote Aye. Motion carried.
Hansen Motioned to approve the building removal request as submitted by Timber Lane for property legally described as LOTS 7 & 8 BLOCK 5 WILMOT TOWN. Butler seconded. All voted Aye. Motion carried.
Butler Motioned to approve the building permit request as submitted by Richard Riemann for property legally described as 148.5’ x 88.5’ IN GOVT LOT 3 DESC BK 66 PG 454 (.30A) OUTLOTS SEC 6-122-49 WILMOT TOWN for a deck covering the septic tank. Hansen seconded. All voted Aye. Motion carried.
Discussion on SD House Bill 1245 was tabled. No action taken.
Butler Motioned to have FO Halseide work with City Attorney Stock to enforce City Ordinance §70.04 Exhibition Driving. Winge seconded. All voted Aye. Motion carried.
Butler Motioned to have FO Halseide mail Ordinance fines to all residents known previously to have a pet that has not registered or updated their vaccination records for the 26-27 registration year. Samson seconded. All voted Aye. Motion carried.
Dorosh Motioned to have a second reading done of the revised Code of Ordinances Chapter 53: Garbage. Butler seconded. All voted Aye. Motion carried.
Dorosh Motioned to approve and adopt the revised Code of Ordinances Chapter 53: Garbage as read. Butler seconded. Roll Call Vote of Aye: Butler, Dorosh, Winge, Hansen, Samson. Nay: None. Absent: None. Motion carried.
Hansen Motioned to have a first reading of the revised Code of Ordinances Chapter 34: Public Safety and Law Enforcement / Fire Department. Butler seconded. All voted Aye. Motion carried.
