5:30 p.m.

The Big Stone City council met in regular session on Monday, December 5, 2022. Mayor Athey called the meeting to order at 5:30 p.m.  Roll call Roscoe, Brown, Stoddard, Rabe, Zahnow and Redfield. Others present:  Nancy Lee, Redgey Rademacher, Bryan Austin, Pat Kaiser, Dewane Stoddard, Gene Biever, Kathy Rabe, James McFarlane, Karen McFarlane, John McFarlane, Wesley Bowsher GCSO, Christina Athey, Doug Gross, Laurie Gross, Kayla Teske, Kris Redfield, and Joe Wiik

The Pledge of Allegiance and the State Dakota State Pledge were recited.

Motion to accept the Minutes from November 7, 2022 regular meeting was made by Redfield and seconded by Brown. All in favor. Motion carried.

Motion to accept the claims was made by Zahnow and seconded by Rabe.  Ayes: Brown, Rabe, Roscoe, Zahnow, Redfield and Stoddard. Nayes: None.  Motion Carried.

Redgey Rademacher, Utilities Manager discussed with council several residents are leaving the garbage receptacles in the street for days. He asked that a reminder be put on the utility cards that within 24 hours of garbage/recycling being picked up the receptacles need to be removed off the street especially with winter approaching.

Kelsey Stock arrived at the meeting at 5:35 p.m. 

Sheriff’s Office report was read with 96 hours reported working in the City of Big Stone City. Calls for service are as follows one theft report, responded to one alarm call, one motor vehicle accident, one welfare check, one medical assist and one suspicious person check. 

Attorney Stock discussed with council the information she received from the State of South Dakota regarding a Cannabis Variance.  The state uses address to address by MapQuest and going by that the Cannabis Dispensary would be more than the 1000 feet required by the state.  Therefore, no variance is needed.  

Motion to approve the Cannabis Dispensary License for MacDaddy’s was made by Stoddard and Brown seconded the motion.  Upon roll call the Ayes: Redfield, Zahnow, Brown, Roscoe, and Stoddard. Nayes: Rabe.  Motion Carried.

City Attorney Stock addressed the council on the Replacement Bridge findings and a Motion made by Stoddard to approve the Joint Powers/ Funding Agreement Bridge Replacement and Redfield seconded the motion.  All in favor.  Motion Carried.

Big Stone City Fire Department applied for Special Alcohol License for both February 18, 2023 along with July 7,8 & 9, 2023.  Public notice will be in the paper for two weeks before approval.

Doug & Laurie Gross and Kayla Teske had questions regarding the paving bill they both received. Stoddard made a motion that they both can make payments over a 12 month period on the current bill and Zahnow seconded the motion.  All in favor.  Motion Carried.

Doug Gross addressed the Council that moving forward he hopes Planning & Zoning will have all these charges/information in the building permit paperwork. 

Motion made by Redfield to approve the First reading of Ordinance 2022-02 and Roscoe seconded the motion. All in favor.  Motion Carried.

Council member Redfield discussed the Letter received from Missouri River Energy Services.  Currently no increase for 2023.  The City of Big Stone City has not received anything from WAPA on the 2023 rates as of today.

Council member Rabe talked briefly regarding the automatic water meters.  Rabe is looking into more information and will pass it along to the Water Committee.

Council member Roscoe was inquiring about the FaceBook page for the City.  The site has been reported as a terroristic page and is locked.  The City will be looking at other options if the Facebook Page can not be restored.  

Redfield made a motion for the year-end Council meeting on Thursday, December 29th, 2022 at 5:30 p.m. and Rabe seconded.  All in favor.  Motion Carried.

Tuesday, January 3, 2023 at 5:30 p.m. will be the January Council meeting due to the New Year’s Holiday.

Motion to adjourn the meeting at 6:38 p.m. was made by Redfield and seconded by Brown.  All in favor.  Motion carried.

Brown made a motion to go into Executive Session and Stoddard seconded the motion.

At 7:00 p.m. Stoddard made a motion to come out of Executive session and Brown seconded the motion.

Being no further business Redfield made a motion to adjourn at 7:01 and Brown seconded the motion.  All in favor.  Motion Carried.
