AMENDMENT TO CATEGORICAL

EXCLUSION DETERMINATION

FOR THE PROPOSED PROJECT WITHIN THE CITY OF WILMOT, SOUTH DAKOTA

The South Dakota Department of Agriculture and Natural Resources (DANR) issued a Categorical Exclusion (CATEX) published October 27, 2022, for a proposed project from the City of Wilmot located in Roberts County to conduct Wastewater Collection System Improvements project. The CATEX is being amended to reflect additional funding to the City of Wilmot that was provided by DANR to complete the project.

The City of Wilmot is proposing to replace the 18-inch outfall line from the intersection of Park Avenue and Main Street to the wastewater treatment facility.

In April 2022, the City of Wilmot was awarded a $2,040,000.00 Clean Water State Revolving Fund (CWSRF) loan and a $1,962,408.00 American Rescue Plan Act grant. Due to price escalation in materials and construction costs, additional funding is required to complete the project.

In March 2026, the City of Wilmot was awarded a $850,000.00 CWSRF loan at 4.00 percent for 30 years to fund the clean water project shortfall. Repayment of the loan will be with project surcharge revenues. Current drinking water rates are $73.25 per month based on 5,000 gallons usage. A surcharge of $17.75 is required to achieve 110 percent debt coverage for the CWSRF loan.

The review process did not indicate that significant environmental impacts would result from the proposed projects. Consequently, a preliminary decision not to prepare an EIS has been made. This action is taken on the basis of a careful review of the engineering report, environmental information documents, correspondence with responsible governmental agencies and other supporting data which are on file at the Division of Financial and Technical Assistance, Water Resources Assistance Program, DANR, Pierre, South Dakota, and are available for public scrutiny at the Engineering Services Division in the Wilmot city office in Wilmot, South Dakota.

Comments supporting or disagreeing with this decision may be submitted to DANRMail@state.sd.us for consideration by DANR after publication of the Categorical Exclusion Determination. Categorical Exclusion determinations are final upon publication, DANR may consider comments provided if determined necessary.
