March 9, 2020
President Richard Schwandt called the meeting to order at 6:00 PM in the Board Room of the High School Building. The Pledge of Allegiance was said. Members present were Upton, Christensen, Thue, Stengel and Schwandt. Superintendent Justin Downes and Business Manager Nancy Meyer were also in attendance. Guests present were Dan Snaza, Kris Evje, Keri Schliesman, David Graf, Deb Hemmer, Curtis Bailey, Kelly Wollschlager, Amber Fraasch, Beth Wagner and Brittni Cordingley.
Motion by Stengel and seconded by Christensen to approve the agenda with the addition of Discussion Item J. Discuss Sewer Pipe Lining Bids and Action Items I. Approve the Hiring of Katie Sinner for MS/HS SPED position, J. Approve the Hiring of Katelyn Fetsch for Elementary SPED position, and L. Approve SDHSAA School Board Resolution. Motion carried 5-0.
No one addressed the Board during the Community Input Session. 
The Lake Farley area will be under construction this summer and Life Light is looking for a place to hold their annual festival in August 2020. Daryl Liebe asked if Life Light could use the Middle School parking lot as their venue. Discussion was held and the Board asked to add this to the action items.
The School Spotlight this month was on Read Across America Week at Koch School. Brittni Cordingley shared photos of activities held throughout the week.
Amber Fraasch and Kelly Wollschlager requested using the gymnastics area to provide club opportunities here in Milbank instead of gymnasts going to Watertown or Deuel for the offseason. Discussion was held and the Board asked to add this to the action items.
A construction update on the new elementary school was given. Curtis Bailey with Hasslen Construction was on hand and announced that the new school will be completed before the start of the 20-21 school term.
Other Discussion Items were: Capital Outlay 5–Year Plan, Legislative Update, Snow Day Update, Cooperative Agreement and Sewer Pipe Lining Bids.
Motion by Upton and seconded by Thue to approve the consent agenda. Motion carried 5-0. Items included were:

Motion by Stengel and seconded by Christensen to approve the resignation of Adolph Shepardson. Motion carried. 5-0
Motion by Christensen and seconded by Thue to accept the resignation of Janelle Wollschlager as Educator Rising Advisor. Motion carried. 5-0
Motion by Thue and seconded by Stengel to approve the resignation of Jayne Paysen as Elementary Librarian and Paraprofessional. Motion carried. 5-0
Motion by Upton and seconded by Stengel to approve the open enrollment application from a family with four students who moved to the Wilmot School District but would like their children to continuing attending school in Milbank. Motion carried. 5-0
A bid opening was held on March 9, 2020 at 3:00 PM in the Board room for the HVAC project that would replace 6 rooftop units for the HS/MS building.  Brent Hasslen, Jade Hasslen, Curtis Bailey, Justin Downes, Nancy Meyer, Tracy Upton and a representative from Fay’s Refrigeration were present. The following bids were received:
Package #23.0 HVAC, Fay’s Refrigeration, $668,000
Package #26.0 Electrical, Engelstad Electric, $27, 152
Package # 22.0 Plumbing, Redlinger Bros., $18,000
Prices of the HVAC units have gone up in price 2 times since the original date of bids in March 2019. Total cost of the project with general requirements is $804,389. Motion by Upton and seconded by Christensen to approve the bids for the replacement of heating and cooling units for the High School/Middle School building. Motion carried. 5-0
A bid opening was held for the Sewer Pipe Lining Project on March 9, 2020 at 1:00 PM in the HS Board room. Nancy Meyer, Pam Liebe, and Peggy Greiner were in attendance. Bids received were: Midwest Pipe Lining $116,816.54 and SD Lining Solutions $55,612.35. The Board directed Mr. Downes and Mrs. Meyer to find out more information on the method of lining used by each. The low bid will be accepted if the method of lining and products used are of equal quality.
Motion by Thue and seconded by Christensen to approve the activation of Experience Pay for Julie Nolz in 2020-21 school term. Motion carried. 5-0
Motion by Thue and seconded by Stengel to approve the hiring of Katie Sinner for the MS/HS SPED position. Motion carried. 5-0
Motion by Christensen and seconded by Upton to approve the hiring of Katelyn Fetsch for Elem SPED position. Motion carried. 5-0
Motion by Thue and seconded by Stengel to approve SDHSAA School Board Resolution authorizing membership for the 2020-21 school year. Motion carried. 5-0
Motion by Stengel and seconded by Thue to authorize use of the Middle School Parking lot for the LifeLight festival at a rental cost of $150. Motion carried. 5-0
Motion by Upton and seconded by Thue to approve the extra gymnastics time at the current rate. Motion carried. 5-0
Reports were received by High School Principal Dan Snaza, Middle School Principal/Special Services Director Kris Evje, Elementary Special Education Director Keri Schliesman, and Elementary Principal, Dave Graf.
Superintendent Downes reported on:
1. Board Petitions – circulation March 1st through March 31st with election on June 2, 2020. Milt Stengel’s position is up this year.
2. Milbank District Teach of the Year – Mrs. Beth Wagner
3. School & Public Lands - $90,355.47 received.
Motion by Stengel and seconded by Thue to enter executive session at 8:09 PM for student, personnel and negotiation issues pursuant to SDCL 1-25-2.1,1-25-2.2 and 1-25.2.4. Motion carried. 5-0
Chairman Schwandt declared executive session over at 9:49 PM and regular session was resumed.
Motion by Stengel and seconded by Christensen to adjourn at 9:50 PM. Motion carried. 5-0
The next School Board meeting will be held Monday, April 13, 2020 at 6:00 PM in the Board Room of the High School Buildings.
