PURSUANT TO DUE CALL AND NOTICE THEREOF, a special meeting of the City Council and Planning Commission was duly held jointly at City Hall at 6:00 PM. The following members were present: Mayor Pat Raffety, Councilmen Mike Hanson, Scott Hoeke, James Johnson, Josh Karels, and Steve Wiener. Absent: Joel Foster. Planning Commission members: Bob Frink, Becky Bjerke (by phone), Connie Larson, Renee Osborne, Dick Schmeichel and Jason Sackreiter. Present from the staff: Attorney Reedstrom, John Forman, Boyd VanVooren, Cynthia Schumacher, Dan Keyes, Brandy Blauert, Corey Hooth.
Present from the public: Abby Tschakert, Troy Gilbertson, Holli Seehafer, Laurie Folk, Mike Mach, Dan Sorenson, Bill Tostenson.
Mayor Raffety called the meeting to order, and the roll call of the Council and Planning Commission was taken. A motion was made and seconded to convene jointly as the City Council and Planning Commission.
Planning Chairman Frink called for a motion to recommend approval of Temporary Ordinance 835, regarding the issuance of local medical cannabis establishment permits and/or licenses.
As explained previously by the City Attorney, this ordinance is a temporary amendment to the city’s zoning ordinance. Per the ordinance, any permits requesting a medical marijuana facility would be denied as the permit is tied to the State promulgating rules for such types of facilities, which is not expected to be completed until October. This will provide time for the city to develop a comprehensive ordinance that addresses medical marijuana facilities.
A motion was made and seconded to approve the ordinance. The floor was opened for public comments. No one present spoke for or against the ordinance. No additional comments were heard from the Planning Commission. A motion to approve the recommendation was passed by the Planning Commission, 6-0.
A motion was made and seconded by the Council to approve the first reading of Ordinance 835. No comments were heard from the public. The motion carried by roll call vote, 5-0, Councilman Foster absent.
Mayor Raffety set June 14, 2021, 7:00 pm at the Milbank Visitors Center as the time and place for the second reading of Ordinance 835.
A motion was made and seconded by the Planning Commission to adjourn. Motion carried.
The meeting resumed acting solely as the City Council.
A motion was made and seconded to ratify the hiring of Patricia DeVere, Unity part-time front desk, $10.25/hr., 5/17/21. Abby Hulbert, Unity part-time building attendant, $11.50, 5/24/21. Motion carried 5-0.
A motion was made and seconded to approve hiring Gage Sayler, seasonal park maintenance, $10.00/hr., 5/25/21. Motion carried 5-0.
Adjourn –The next regular meeting will be June 14, 2021, at 7:00 PM. A motion was made and seconded to adjourn. Motion carried 5-0.
