The Big Stone City Council met in regular session on Monday, February 6, 2023, meeting began at 5:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Rabe, Redfield, Hughes and Brown. Absent: Attorney Stock. Others present: Nancy Lee, Pat Kaiser, Bryan Austin, Redgey Rademacher, Dewane Stoddard, Kathy Rabe, Alan Adelman, Gene Biever, Mike Mach and Doug Stengel.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the January 3, 2023 meeting was made by Rabe and seconded by Roscoe. All in favor. Motion Carried.
Motion to pay the presented claims was made by Redfield and seconded by Brown. Upon roll call Ayes: Roscoe, Rabe, Brown, Stoddard, Hughes and Redfield. Nayes: None. Motion

Sheriff report for January: Hours worked within city: 125 hours. Responded to two 911 calls, one welfare check, two criminal interviews, two felony drug arrests, one DUI arrest, a felony drug investigation and served a search warrant.
No public comments.
City owned land will be discussed next month when Attorney Stock will be in attendance.
Grant County Commissioners Mach and Stengel discussed with the council the process of an ambulance district in Grant County. No action was taken.
Stoddard advised council the POS system for the Municipal Liquor Store is up and running properly.
A motion for Resolution 2023-02 was made by Stoddard and seconded by Redfield. Upon roll call Ayes: Roscoe, Redfield, Brown, Rabe, Hughes, and Stoddard. Nayes: None. Motion Carried.

BRIDGE REINSPECTION
PROGRAM RESOLUTION
FOR USE WITH SDDOT
RETAINER CONTRACTS
WHEREAS, 23 CFR 650 Subpart C, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.
THEREFORE, the City of Big Stone City is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds.
The City requests SDDOT to hire Civil Design, Inc. (Consulting Engineers) for the inspection work. SDDOT will secure Federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the City for 20% of the cost. The City will be responsible for the required 20% matching funds.

A brief discussion was held regarding 2023 wages and Rabe made a motion to table until January 3, 2023, council meeting Redfield seconded the motion. All in favor. Motion Carried.
Motion by Rabe and seconded by Roscoe to enter executive session at 5:48 p.m. All in favor. Motion carried.
Motion by Stoddard at 6:17 to come out of executive session and seconded by Redfield. All in favor. Motion Carried.
No further business was discussed, and Stoddard made a motion to adjourn the meeting at 6:18 p.m. Redfield seconded the motion. All in favor. Motion Carried.

Nancy Lee asked for council approval on a Tax Abatement of property taxes for the property at 551 Main Street, due to the storm damage on May 12, 2022 in the amount of $246.84.
Motion made by Stoddard and seconded by Rabe to approve the tax abatement of $246.84. Upon roll call: Ayes: Roscoe, Hughes, Redfield, Stoddard, Brown, and Rabe. Nayes: None. Motion Carried.
Alan Adelman presented a map of the Vacated Sisseton Ave that is located next to his property. After discussing the vacated avenue and the adjoining property behind the location of 551 Main Street. Council agreed that Adelman can build up to the property line, and the Vacated Sisseton Avenue will stay the same as is with 27 ’between property pins. No action required.
A city wide cleanup was discussed and no action is being taken as the National Guard has not been doing this since COVID.
Council member Roscoe announced that a meeting was set up for Wednesday, February 8, 2023 at 5:30 to meet with a company regarding information on the AMI System.
Nancy Lee asked for approval to attend the Annual Finance Officers Schooling June 6-9, 2023 at Pierre, SD and to apply for the Scholarship that will be awarded prior to the schooling.
Motion made by Stoddard and seconded by Brown for the attendance at the Finance Schooling and Application of the Scholarship for Nancy Lee. Upon roll call: Ayes: Rabe, Hughes, Redfield, Roscoe, Stoddard, and Brown. Nayes: None. Motion Carried.
Being no further business Redfield made a motion to adjourn the meeting at 6:34 p.m. and seconded by Stoddard. All in favor. Motion Carried.
