6:30 p.m.
The Big Stone City council met in regular session on Tuesday, September 7, 2021. Meeting began at 6:30 p.m. with Randy Athey presiding.  Roll Call: Roscoe, Rabe, Stoddard, Redfield, Brown and Zahnow present. Others present: George Boos, Bob Athey, Bryan Austin, Ryan Bakeberg, Maria Loughlin, Pat Kaiser, Janet Athey, Rita Ouradnik, Dewane Stoddard, Bob Zahnow. Margaret Kuefler, Kathy Rabe, Colin Rabe and David Swartz.
The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to accept the minutes from the August 2 meeting was made by Brown and seconded by Redfield. All in favor. Motion carried. 
Two bids were received and opened for Automatic Meter Reading Infrastructure. Mayor Athey presented the bids and proposed Electrical Superintendent, Bryan Austin and Utilities Manager, Bob Athey review and inspect the bids before moving forward with accepting a bid.

Motion to pay the presented claims was made by Roscoe and seconded by Zahnow. All in favor. Motion carried.
Deputy Ryan Bakeberg reported 96 hours. The rest of the report to follow as Bakeberg didn’t have the full report to present. 
Bollig is currently still working on the survey of the Chautauqua Park Project. Bollig informed the council that they have currently have one proposal for the soil borings geotechnical. A motion was made by Rabe and seconded by Brown to wait and see if any other bids present itself until at least the next meeting. All in favor, motion carried. 
Resident, David Schwartz presented to the council the issue in town of unlicensed vehicles as well as upkeep on the neighborhood’s yards. The council acknowledged Schwartz concerns and are taking action to alert the residents of  enforcing the city ordinance on licensed vehicles. 
First reading of Ordinance 2021-09, 2022 Budget, was presented by finance officer. A motion to accept the first reading and have the second reading in October’s meeting was made by Redfield and seconded by Rabe. All in favor. Motion carried. 
Being no further business a motion to adjourn the meeting was made by Stoddard and seconded by Redfield. All in favor, motion carried.
