The Big Stone City council met in regular session on Monday, June 7, 2021. Meeting began at 6:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Rabe, Redfield, Stoddard, Brown and Longhenry. The Pledge of Allegiance and the South Dakota State Pledge were recited. Motion to accept the minutes from the May 3rd meeting was made by Stoddard and seconded by Longhenry. All in favor. Motion carried.

Motion to pay the presented claims was made by Redfield and seconded by Longhenry. All in favor. Motion carried. 
Sheriff Owen submitted the following report for May: Hours worked within city: 108 hours 15 minutes, subject to call 24 hours per day. Traffic warnings: 5. Traffic Citations: 3.  Suspicious activity report, forgery investigation, welfare check, responded to neighbor dispute.
Rausch Brothers finalized the resolution to own and extend property by getting city councils approval on the resolution. A motion to pass the Resolution was made by Stoddard and seconded by Longhenry. All in favor. Motion carried.
The council was presented with the Cities current animal ordinances based off concerns in the community of disruptive dogs. Council wanted more time to look over what is in place. No action made. Council member Roscoe took it upon herself of getting written record of these dog complaints to City Attorney George Boos. 
Mayor Athey addressed the council about the police vehicle that is in no use. Council agreed upon advertising for the police vehicle as surplus property for bids with the rights to refuse any offer.
A motion was made by Redfield and seconded by Brown for American Legal Publishing Corporation to take all the city ordinances to create a Big Stone City structure of the municipal codes. All in favor. Motion carried.
First readings for Electrical ordinances have been motioned to progress forward with publishing a notice of public hearing of the City Council for the seconded reading at the next city council meeting on July 12, 2021. Ordinances in motion:
Ordinance No. 2021-06 Electric Meter Socket Connection and
Disconnection Fees. 
Motion made by Redfield and seconded by Roscoe. All in favor. Motion carried.
Ordinance No. 2021-07 Provide a fee for New Electric Meter Socket Connection
Motion made by Redfield and seconded by Roscoe. All in favor. Motion carried.
Ordinance No. 2021-08 Application Fee Permitting Small Power
Productions and Co-Generation
Facilities and Provide a Fee for
Interconnection ( Distributed
Generation) 
Motion made by Redfield and seconded by Stoddard. All in favor. Motion carried.
Big Rock Bar and Casino, Mary Smithwick, notified the council about selling the property and addressed the council on the transfer of the liquor licenses to the new owner. A notice of public hearing, application of transfer for sale of alcoholic beverages will be published for special meeting on June 30, 2021. 
The Mayor made the following committee appointments as follows:

Water: Rabe, Redfield
Parks: Roscoe, Brown
Electric: Roscoe, Longhenry
Sewer: Rabe, Longhenry
Personnel: Rabe, Brown, Athey
Finance: Stoddard, Longhenry
Garbage: Stoddard, Brown 
Police: Brown 
Safety: Longhenry
A motion to send Finance Officer to Budget Training for setting the yearly budget in Sioux Falls July 7 was made by Longhenry and seconded by Brown. All in favor. Motion carried. 
Due to lack of numbers interested in Summer Rec there will be no summer recreations for T-ball, softball or little league. Summer Rec Director’s pay was discussed for her time put in up until having to cancel. A motion of $200 pay to Summer Rec Direction and an offering to continue to work for the month of June if interested was made Roscoe and seconded by Redfield. All in favor. Motion Carried.
City employee credit cards for needs of travel, meal cost and hotel expenses were addressed by finance officer. A motion to grant the city to pursue business credit cards for the city employees with a limit of $1,500 was made by Stoddard and seconded by Redfield. All in favor. Motion carried. 
Being no further business a motion to adjourn the meeting was made by Stoddard  and seconded by Longhenry. All in favor, motion carried.
