City of Big Stone City Council Proceedings • August 1, 2022

6:30 p.m.

The Big Stone City council met in regular session on Monday, August 1, 2022. Meeting began at 6:30 p.m. with Mayor Athey presiding. Roll Call: Roscoe, Stoddard, Brown, Rabe and Zahnow present. Absent Redfield. Others present: Redgey Rademacher, Nancy Lee, Bryan Austin, Kelsey Stock, Bo Shelstad, Ben Shelstad, Pat Kaiser, Wayne Brenzier, Jim Matthews, Duane Stoddard, Wesley Bowsher, Stacy Froemming and David Skoglund.

The Pledge of Allegiance and the South Dakota State Pledge were recited. 

Motion to accept the minutes from the July 5th, 2022, Regular meeting was made by Rabe and seconded by Zahnow. All in favor. Motion carried.

Motion to accept the claims was made by Stoddard and seconded by Brown.  All in favor. Motion carried.

Council member Rabe talked about the Ordinances needing to be looked over and Mayor Athey suggested each Council member take 7-8 Ordinances and report back with any changes that may or may not be made after Council discussion. Mayor Athey also told the public that anyone can read the current Ordinances, they are located at the City Office.  When completed the Big Stone City Library will have a copy and the Website will have the Ordinances on the site for public viewing.

Public comments Wayne Brenzier commented on the main street businesses. Ben Shelstad and son, Bo, were in attendance for a Boy Scout project.  Bo has been in the Boy Scouts for four years and is wanting to become an Eagle Scout in the future. Council wished him well.  

Sherriff’s report was read with working 95 hours in the City of Big Stone City.  They responded to two business alarms, one suspicious animal, one traffic complaint, arrested two individuals on out of county warrants, and investigated two criminal assaults that took place over Fireman’s Appreciation.

Bryan Austin, Electrical Engineer along with Dave Skogland and Stacy Froemming, IRBY Utility representatives discussed with the council the AMI (Automatic Meter Installation) for both Electric and Water meters for the City of Big Stone City.  Discussion was held with comments and questions from the public.  

Stoddard made a motion not to proceed with the meters. Motion died for lack of a second.

After further discussion was held Rabe made a motion that two (2) companies should have bids in for comparison. Motion died for lack of second.

Stoddard made a motion to not proceed with the AMI meter project bid and Brown seconded the motion. Upon Roll Call.  Ayes: Rabe, Roscoe, Brown, Zahnow and Stoddard. Nayes: None. Absent: Redfield

Discussion was held regarding Sly’s Liquor License. It is approved thru June 30, 2023 with the state of South Dakota.

Rabe made a motion for the next Council meeting be moved to Wednesday, September 7, 2022 at 6:30 p.m. due to the Labor Day Holiday on September 5, 2022. Motion Carried. 

Nancy Lee, Finance Officer discussed the office staffing.

Athey asked for a motion to go into Executive Session SDCL 1-27-1.5 (8) at 7:00 p.m.  Motion made by Stoddard and seconded by Rabe.  All in favor. Motion carried.

Motion made by Stoddard and seconded by Zahnow to come out of executive session at 7:56 p.m. All in favor.  Motion carried.

Motion made by Rabe and seconded by Roscoe to advertise for a part-time Office staff for up to 24 hours a week at $17.00 an hour. Upon Roll call: Ayes:  Brown, Rabe, Stoddard, Zahnow and Roscoe. Nayes: None.  Absent: Redfield.  Motion Carried.   

Stoddard made a motion to change the procedure how the Community Center is ran and realign the duties back into the City of Big Stone City, Brown seconded the motion. Upon Roll call: Ayes: Roscoe, Rabe, Stoddard, Zahnow and Brown. Nayes: none Absent: Redfield

Stoddard made a motion that all full-time employees may rent the Committee Center for fifty percent of the rental fee and Roscoe seconded the motion.   Upon Roll call: Ayes: Zahnow, Rabe, Roscoe, Stoddard, and Brown. Nayes: None. Absent: Redfield.  

Being no further business a motion to adjourn the meeting at 8:00 p.m. was made by Stoddard and seconded by Rabe. All in favor. Motion carried.
