The Big Stone City council met in regular session on Monday, December 4, 2023, meeting began at 5:30 p.m. with Mayor Brown presiding. Roll Call: Redfield, Hughes, TJ Rabe, Roscoe, G. Rabe, Absent Stoddard. Others present: Attorney Stock, Nancy Lee, Bryan Austin, Redgey Rademacher, Jessica Amberg, Kathy Rabe, George Boos, Scott Stecker, Dewane Stoddard, Sue Christianson and Margaret Kuefler.
The Pledge of Allegiance and the South Dakota State Pledge were recited.
Motion to accept the minutes from the November 6, 2023 meeting was made by G. Rabe seconded by Redfield. All in favor Absent Stoddard. Motion carried. 
Motion to pay the presented claims was made by Hughes and seconded by Roscoe. Upon roll call Ayes: Roscoe, G. Rabe, Hughes, TJ Rabe and Redfield. Nayes: None. Absent Stoddard.  Motion carried.

Redfield made a motion approving the building permit at 204 2nd Ave for a new garage and Hughes Seconded. Upon roll call Ayes: Roscoe, Hughes, TJ Rabe and Redfield. Nayes: None. Abstain: G. Rabe. Absent Stoddard. Motion carried.
Sheriff report for November was as follows: Hours worked 85 hours. Activity report: One traffic investigation and arrest, responded to a burglar alarm, one motor vehicle accident, one warrant arrest, several hours spent on a felony drug investigation with an arrest.
Public comments: Scott Stecker commented on SDML Handbook and Personnel Handbook. 
Hughes made a motion to approve petition to vacate street TJ Rabe seconded, Upon roll call Ayes: Roscoe, Hughes, TJ Rabe and Redfield. Nayes: None. Abstain: G. Rabe. Absent Stoddard. Motion carried.
TJ Rabe made a motion to accept Big Stone City Fire Department’s application for temporary Alcoholic Beverage License Annual Gun Raffle event and Roscoe second. Ayes: Redfield, G. Rabe, Roscoe, Hughes and TJ Rabe. Nayes: None. Absent: Stoddard. Motion carried.
Redfield made a motion to accept Big Stone City Fire Department’s application for temporary Alcoholic Beverage License Annual Appreciation Event and Roscoe second. Ayes: Hughes, TJ Rabe, Roscoe, Redfield and G. Rabe. Nayes: None. Absent: Stoddard. Motion carried.
Hughes made a motion December 28, 2023 be set for the year end council meeting with Redfield second. Ayes: G. Rabe, Roscoe, Hughes, TJ Rabe and Redfield. Nayes: None. Absent: Stoddard. Motion carried.
Redfield made a motion January 3, 2024 be set for the January meeting due to the New Years Holiday and Roscoe second. Ayes: Hughes, G. Rabe, Redfield, Roscoe and TJ Rabe. Nayes: None. Absent: Stoddard. Motion carried.
Discussion was held regarding a sprayer for the Utilities Department. No action taken.
Bryan Austin, Electrical Superintendent discussed with council receiving of the Official Notice from Missouri River Energy Services that the rates are increasing 2 ½ % - 3 ½ % effective January 1, 2024 depending on time of use energy rates (On Peak, Mid Peak or Off Peak). No action taken.
Hughes made a motion that Mayor Brown be the designated signer on the WAPA contract in place of Bryan Austin, Electrical Engineer with Redfield second. Ayes: G. Rabe, Roscoe, Redfield, Hughes and TJ Rabe. Nayes: None. Absent: Stoddard. Motion carried.
Redfield made a motion at 5:55 p.m. to go into executive session for litigation and Roscoe second. Ayes: G. Rabe, Hughes, TJ Rabe, Roscoe and Redfield. Nayes: None. Absent: Stoddard. Motion carried.
Redfield made a motion at 7:23 p.m.to leave executive session and reconvene the regular meeting Hughes second. Ayes: Roscoe, TJ Rabe, Hughes, Redfield and G. Rabe. Nayes: None. Absent: Stoddard. Motion carried.
Redfield made a motion for Attorney Stock to Rewrite Land Refusal to Don Haukos with Hughes second. Ayes: G. Rabe, Roscoe, TJ Rabe, Redfield and Hughes. Nayes: None. Motion carried.
Roscoe made a motion to adjourn meeting at 7:28 p.m. Redfield second. Ayes: Hughes, G. Rabe, Roscoe, TJ Rabe and Redfield. Nayes: None: Absent: Stoddard. Motion Carried.
